El Paso, Texas, United States – September 3, 2026 – Victor Ray Natera, Regional Director of Operations for CLR Builders, announces a formal mentorship commitment to train three aspiring operations professionals in the systems and decision-making skills required to succeed in government contract work.
Victor Ray Natera has built a career on turning underperforming operations into consistent winners. Now he is making a public pledge to pass that knowledge forward. By the end of 2025, Natera commits to personally mentoring three emerging leaders in operations and government contracting, with a focus on decision-making, profit and loss oversight, and managing large-scale teams across multiple territories.
The commitment is concrete: three mentees, monthly check-ins over six months, and hands-on guidance in the skills that took CLR Builders from seventh place among 15 approved government contractors to number one in two years.
Why This Pledge Matters Now
Government contracting is a high-stakes environment. The work involves rigid compliance, long timelines, and oversight from multiple agencies. Many companies win contracts but struggle to execute them profitably. Natera saw this firsthand when he joined CLR Builders. The company had the credentials but lacked the operational discipline to compete at the top.
“A lot of following up, training, developing people, and most important, quick and positive decision-making,” Natera says, summarizing the skills that drive his approach. Those are not skills taught in most business courses. They come from experience, repetition, and learning what breaks when scaling a team.
Natera oversees seven supervisors across Texas, Arizona, and New Mexico. He manages profit and loss for an architectural and building company that derives 90 percent of its revenue from government contracts, including VA work building homes for veterans. He has been named Regional Director of Operations of the Year five consecutive years across those three states. That track record did not come from theory. It came from systems, accountability, and a willingness to make calls fast.
What the Mentorship Will Cover
The pledge is built around three core areas: operations management, government contract execution, and leadership under pressure.
Each mentee will work with Natera on real scenarios drawn from his daily responsibilities. That includes interpreting contract requirements, managing inspection schedules, coordinating across multiple job sites, and making decisions when information is incomplete. It also includes the financial side: reading P&L statements, identifying cost overruns early, and protecting margin while meeting government standards.
Natera will teach mentees how to supervise distributed teams, how to follow up without micromanaging, and how to train new hires in a way that sticks. He will also cover the habits that matter in high-volume work: staying organized, keeping communication clear, and knowing when to escalate and when to solve.
The format is straightforward. Monthly one-on-one calls, email access for questions, and quarterly reviews of progress. Natera will also invite mentees to shadow select inspections and contract reviews where schedules allow.
Who Should Apply
This pledge is open to professionals already working in operations, construction management, or contract administration who want to move into leadership roles in government work. Natera is looking for people who have managed teams, understand budgets, and are ready to learn a system that works at scale.
He is not looking for beginners. The mentorship assumes a baseline of operational experience. What it offers is the next layer: how to think like a regional director, how to manage complexity across states, and how to win in an environment where second place means losing contracts.
“I run a good government department for our government contracts,” Natera says. “I’ve learned to master my position so well that I don’t see myself doing anything else.” That mastery is what he is offering to share.
How to Participate
Interested candidates can reach out directly through professional networks or by contacting CLR Builders’ operations department. Natera will select the three mentees by early summer 2025, with mentorship sessions beginning shortly after. Selection will be based on current role, readiness to implement what is taught, and alignment with the kind of work CLR Builders does.
Natera is making this commitment because he believes the industry needs more leaders who understand both the operational and the human side of contract work. Government projects are not won on proposals alone. They are won on execution, and execution depends on people who know how to build systems, train teams, and make decisions that hold up under pressure.
This is not a seminar or a course. It is a working mentorship with a leader who has taken a company from the middle of the pack to the top and sustained that position year after year. The pledge is public, the timeline is clear, and the commitment is real.
