In a victory for California families, CA AB 1901, a bill requiring greater transparency for ingredients used in diapers, has passed its initial Assembly vote, and will move forward to a full Assembly and Senate vote, no later than May 29th, 2026. HealthyBaby, the pioneering maternal health and babycare brand setting higher safety and performance standards for non-toxic diapers, essentials, and preconception care, is a major supporter of the legislation, alongside the Environmental Working Group.
CA Bill AB 1901 would require greater disclosure of ingredients used in diapers, an area that currently lacks consistent transparency standards despite near-universal use among infants. As the creator of the first-ever EWG VERIFIED® diaper, HealthyBaby has long been an advocate for greater transparency and higher ingredient standards not only in diapers, but across the broader babycare industry.

Between now and May 29th, HealthyBaby and Chief Innovation Officer Hilary Swank will be working to secure votes in support of the bill to fight for a safer, cleaner future for California families. If approved, the landmark legislation introduced by Assemblymember Mark Berman (D-Menlo Park) would make California the first state in the nation to require manufacturers of children’s diapers sold, distributed, or made in the state to disclose all product ingredients on packaging and online.
A body of testing has identified several potentially harmful chemicals in diapers, including phthalates and parabens, which have been associated with hormone disruption; bleaching chemicals that can cause skin and respiratory irritation; and PFAS forever chemicals linked to certain cancers and development health harm. Babies and toddlers are particularly susceptible to these chemicals, because their skin absorbs chemicals more easily and their bodies and immune systems are still developing.
This is not the first time that HealthyBaby has helped to push through major legislation aimed at greater care and transparency in the baby industry. Last year, HealthyBaby, along with Hilary Swank, successfully pushed for CA SB 646, which mandated testing and disclosure of heavy metals in prenatal vitamins. They are now continuing this important work on behalf of California families through their support of AB 1901.
